Kentucky Marijuana Progress: Cities Approve Medical Marijuana Dispensaries


The landscape of marijuana legislation in Kentucky is evolving, with several cities making strides toward establishing medical marijuana dispensaries. Covington's city council approved an ordinance that permits the sale of medical marijuana and lays out zoning regulations for where marijuana-related businesses can operate. City Manager Ken Smith emphasized that this ordinance is about more than just business; it’s about recognizing the medical benefits that marijuana can offer to those suffering from chronic pain and other ailments. Covington is following the lead of other northern Kentucky communities like Fort Wright, Dayton, and Erlanger, which have also passed similar measures. Meanwhile, other cities such as Ludlow, Bellevue, Florence, and Union are leaving the decision up to voters this fall.


Preparing for 2025

As Kentucky moves closer to the launch of its medical marijuana program in 2025, the state is establishing the framework for how the industry will operate. The program will begin with three types of licenses: processor, dispensary, and safety compliance (research and development) facility. In the future, Kentucky plans to expand these licenses to include cultivating operations and production facilities. The state will enforce strict limits on the number of licenses issued and the areas where these businesses can operate.


For example, only one dispensary license will be assigned per county, with a total of 48 licenses available statewide. Additionally, dispensaries must be located at least 1,000 feet away from schools or daycare centers, ensuring that these operations are discreet and well-regulated.


The state’s approach to regulating the medical marijuana industry reflects a cautious but deliberate effort to ensure that only those who genuinely need access to marijuana for medical reasons can obtain it. This is in stark contrast to the "wild, wild west" perception that some might associate with marijuana legalization. By maintaining strict controls, Kentucky aims to provide medical marijuana as a legitimate treatment option while minimizing the potential for misuse.
